Rules 1–19

Combine classification, risk and action into a repeatable bridge routine.

The seven-question routine

Are the vessels in sight, and what visibility regime applies?
Where are we: open water, narrow channel or traffic scheme?
What is each vessel’s genuine status?
Is this overtaking, head-on, crossing or restricted visibility?
Does risk of collision exist or remain in doubt?
Who should act, when and how?
Has the action produced a safe passing distance?

Three rapid scenarios

Overtaking: keep clear until finally past and clear. Crossing: if the other power-driven vessel is on your starboard side, take early substantial action and avoid crossing ahead when practicable. Fog: do not import the in-sight stand-on/give-way language into Rule 19; use radar, sound signals, safe speed and the Rule 19 cautions.
